Use when capturing or editing an OpenClaw skill through the workshop.

## Stop
PROPOSAL.md first. Apply is the only live write. Never apply an unreviewed proposal.

## Steps
1. `/learn` (or `/learn docs/runbook.md and https://example.com/guide; focus on recovery`) distills work into a **pending** create/update.
2. openclaw skills workshop list openclaw skills workshop inspect <proposal-id> openclaw skills workshop evaluate <proposal-id> openclaw skills workshop apply <proposal-id> ```
3. Support files: `--proposal-dir` with `PROPOSAL.md` at root and only `assets/`, `examples/`, `references/`, `scripts/`, `templates/`.
4. Pending `PROPOSAL.md` frontmatter includes `status: proposal` plus proposal `version`/`date`.
5. `autonomous.mode: "auto"` also enables the weekly system cron `skillCollectionReview` (Workshop-owned skills only).
